Historia:
Las Diputaciones provinciales nacieron con motivo de la instauración del régimen liberal, creándose en las Cortes gaditanas con la Constitución de 1812.

En Palencia habrá que esperar a la retirada definitiva de las tropas francesas el 7 de Junio de 1813, para que se constituya por primera vez la Diputación Provincial de Palencia el día 4 de Septiembre de 1813, presidida por el Jefe Político.

Los avatares políticos del primer tercio del s. XIX provocan que dicha institución fuera suprimida en los periodos absolutistas hasta que con los Reales Decretos de 30 de noviembre de 1833 (llamado de Javier de Burgos) y de 25 de septiembre de 1835, el primero para establecer la actual división provincial y el segundo para dictar normas de funcionamiento, las Diputaciones Provinciales son de nuevo instauradas de forma definitiva y duradera hasta nuestros días.

En este periodo la provincia de Palencia y por tanto su Diputación Provincial estuvieron a punto de desaparecer; al fin, el 10 de octubre de 1821 las Cortes aprueban «Palencia, su capital Palencia», con lo que se garantizará la existencia de la provincia de Palencia y su Diputación Provincial.

Su evolución hay que analizarla en el contexto de las diferentes legislaciones que la otorgan competencias y funciones, en el marco de la mayor o menor dependencia o autonomía del poder central. Concretamente las competencias que históricamente ha desempeñado la institución han sido: Política y Gobierno de la Provincia, Beneficencia, Sanidad, Cárcel y Presos pobres, Elecciones, Quintas y Milicias, Estadísticas, Enseñanza e Instrucción Pública, Fomento, Agricultura, Comercio, Industria, Arbitrios e Impuestos, Tutela y Control de los Municipios, Vías Provinciales, Edificios, Infraestructuras en Municipios, Imprenta y Boletín Oficial de la Provincia.., además de la gestión económica, de su patrimonio y personal propio.

Para el s. XX, desaparecerán algunas de estas competencias, incorporándose o potenciándose otras funciones como Cooperación y Asistencia a los Municipios, Servicio Antiincendios, Cultura y Publicaciones, Patrimonio Artístico, Mujer, Juventud, Deportes, Gestión de Recaudación de Tributos del Estado y Municipales, Medio Ambiente, Servicios Agropecuarios, Urbanismo.

Así pues la Diputación Provincial, en todos sus diferentes desarrollos legislativos y competencias, con mayor o menor grado de dependencia o autonomía del poder central, será fundamental en la historia contemporánea de nuestra provincia.

Información general
La ley 7/1985, de 2 de abril, Reguladora de las Bases del Régimen Local establece las competencias propias de la Diputación las que les atribuyan, en este concepto, las leyes del Estado y de las comunidades autónomas en los diferentes sectores de la acción pública, y en todo caso:

La coordinación de los servicios municipales entre sí para la garantía de la prestación integral y adecuada en la totalidad del territorio provincial de los servicios de competencia municipal.

La asistencia y la cooperación jurídica, económica y técnica a los Municipios, especialmente los de menor capacidad económica y de gestión.

La prestación de servicios públicos de carácter supramunicipal y, en su caso, supracomarcal.

La cooperación en el fomento del desarrollo económico y social y en la planificación en el territorio provincial, de acuerdo con las competencias de las demás Administraciones Públicas en este ámbito.

En general, el fomento y la administración de los intereses peculiares de la provincia.
